I could be mistaken, but my layman's understanding is that WA is one of the last states to get West Nile.  I know it spread along the east coast in 99-00 when we were there, and in the west I thought it started in the south and has been moving northward over the last few years. 

The article surprised me by stating that the hot dry air and standing irrigation ponds are the habitat that is fertile spawning grounds for mosquitoes.  I've always thought the mosquitoes in Eastern, WA were pretty mild when compared to the mountains.

 It is in the news here in CO as well. Especially in the NE and SW where flooding has occurred. One woman diagnosed and several more may follow. Use repellant that has Deet, per the news casters and health officials.
